House + Pte. Ltd. is seeking an experienced, strategic, and hands-on HR Manager to lead human resources operations and workforce planning. Based at Perennial Business City (1 Venture Avenue), this full-time senior management role offers a competitive monthly salary ranging from $5,000 to $7,000. You will oversee the complete employee lifecycle, drive recruitment and performance management systems, ensure strict compliance with Singapore's Employment Act and MOM regulations, and partner with senior leadership to support organizational growth.
Key Responsibilities
- Overall HR Management: Oversee daily HR operations, develop and implement strategic HR plans, and support management decisions and business expansion.
- Organizational Structure & Workforce Planning: Optimize organizational structures, manpower planning, and job descriptions to ensure effective workforce allocation and labor cost control.
- Performance & Compensation Management: Develop and refine performance appraisal systems, compensation structures, employee grading, incentive schemes, and career progression mechanisms.
- Recruitment & Talent Acquisition: Oversee end-to-end recruitment strategies, key position hiring, and talent pipeline development to fulfill departmental manpower needs.
- Payroll & Employee Lifecycle: Supervise payroll processing, attendance tracking, overtime, leave administration, benefits, and manage the full employee lifecycle from onboarding to offboarding.
- Employee Relations & Policy: Handle employee grievances, disciplinary matters, and update employee handbooks, HR policies, and standard operating procedures (SOPs).
- Statutory Compliance: Ensure full compliance with Singapore Employment Act, MOM regulations, work pass applications, CPF contributions, IR8A, and IR21 statutory requirements.
- Cross-Departmental Leadership: Lead the HR team and collaborate closely with Operations, Finance, and senior management.

Requirements & Qualifications
- Diploma or Degree in Human Resources, Business Administration, or a related discipline.
- Minimum 5 to 10 years of relevant HR experience, with proven supervisory or managerial experience.
- Thorough working knowledge of the Singapore Employment Act, MOM regulations, and local HR practices.
- Hands-on expertise in recruitment, payroll administration, employee relations, performance management, and work pass applications.
- Strong interpersonal, communication, problem-solving, and organizational skills with high attention to detail and confidentiality.
- Proficiency in Microsoft Office and HR management systems.
